Mission

Studying the theory and practice problems about the reform of cost management system,the development policy, the mechanism of market admittance and the regulation of market behavior for engineering cost industry, and submitting the related suggestion to the government;
Probing into the approach to rise the efficiency for public and private investment, to forecast and control the engineering cost, and to promote the application and popularization of modern management technique;
Advancing the self-discipline of professional management, to constitute and carry out professional norms;
Authorized by MOC, processing the conformity assessment on faculty of the consultant agencies and professional and conducting relevant examination and registration for cost engineers;
Organizing the business exchanging of engineering cost industry, to conduct the professional education and training;
Intercommunicating with international organization and foreign professional institute and holding the international seminar, to undertake the service of international exchange and cooperation;
Establishing the network system of information service, editing and publishing journal and reference, disseminating the advanced experiences;
Instructing the work of professional committee and supervising the operation of local branch.

Organization

Administrative Office: Dealing with daily administrative activity, communicating with domestic and foreign society.
Faculty Assessment Office: Assessing the conformity on faculties of consultant agencies and registered professional, conducting the annual audit.
Engineering Cost Information Office: Establishing the MIS of engineering cost, collecting and publishing the price information of construction material and mechanical equipment.
Researching and Training Office: Organizing specialists and scholars to research on various subjects concerned, promoting information of calculation and management, taking charge of the professional education and training，conducting examination proposition of qualification.
Editing Office: Editing and publishing the journal “Management of Engineering Cost” bimonthly.

Outstanding Achievement

Processing the annual audit on the faculties of consult agencies of A Level authorized by Ministry of Construction (MOC).
Processing the registration for 45000 engineering cost engineers and conducting training courses.
Edited the Pictorial of Engineering Cost Consult Agencies of A Level in China
Edited the Pictorial of Provinces Engineering Cost Administration
Edited the Pictorial of Cities Engineering Cost Administration
Held 2001 International Conference on Project Cost Management in Beijing co-organized with the Department of Standards and Norms of MOC and Hong Kong Institute of Surveyors (HKIS). The Collection of the Conference papers was edited and published.
Held the Advanced Seminars on Project Cost Management and Bid co-organized with HKIS in many cities.
Co-compiled the English-Chinese Dictionary for Engineering Cost Engineer with HKIS.
Edited the Collection of Examination Exercises for Engineering Cost Engineer.
Intercommunicating with many engineering cost organization and specialists from Great Britain, Hong Kong, Korea, Japan, New Zealand, and Australia etc. during 2000-2002.

Hierarchy

The Representative Conference is the highest power organ of CECA. The Council of CECA, 167 members, is the executive entity of the Representative Conference that held every four years, conducts the leaderships of the Conference between the sessions, and also takes the responsibility for the Conference.
Executive Board of CECA, 40 members, is elected by Council members. The Board performs the function of Council according to the Constitution of CECA and is responsible for the Council.
Executive Board Director, Mr. Yang Sizhong, is the Juridical Representative. There are 7 vice Directors among the leading core. Madam Ma Guizhi, Secretary General, is in charge of the routine works for CECA, 3 deputies Secretary General are in charge of various businesses under the supervision of Madam Ma.
